America, WW2, and the First Peace time Draft

  The Selective Training and Service Act of 1940 passed the Senate on August 28, 1940. This was the first peace-time draft in the history of the United States. This begs the question, Why? We all know about WW2, but now I'm starting to think the timelines are kept intentionally vague. Hitler's campaign's didn't start until May 10, 1940. And France didn't surrender until June 25 of 1940. So why did Roosevelt and the Congress think we needed a peace-time draft? It appears that the American people did not want to intervene in another war in Europe. It took two months from France surrendering for the US Congress to start drafting Americans in peacetime? This all seems very suspect to me.
